Dr Emmanouil Metaxakis - LaywerDr Emmanouil Metaxakis is a lawyer admitted to the Supreme Court and to the List of Counsel before the International Criminal Court (ICC), and is specialised in cases spanning the whole spectrum of criminal law (financial crimes, e.g. dishonoured cheques, money laundering, tax evasion, fraud, embezzlement cases; cases of maritime criminal law, car accidents, narcotics, defamation, etc.) and especially cases dealing with cybercrime and the criminal protection of personal data.

He graduated from the Faculty of Law of the National and Kapodistrian University of Athens in 2004. He pursued his studies in the same University obtaining his Master’s Degree in Criminal Justice in the year 2007. The National and Kapodistrian University of Athens awarded him a PhD in Criminal Law in 2015.

Furthermore, he is an author of scientific books with respect to cybercrime, the criminal protection of personal data, and bitcoin. Several papers of his have been published in esteemed legal periodicals. Moreover, he delivers academic presentations in conferences.

He is an Ordinary Professor at the Hellenic Police Officers School and EIPA*-certified Data Protection Officer (DPO) (2018-2022).

Additionally, he is a member of the Athens Bar Association since 2006, of the Hellenic Criminal Bar Association, and of the Open Council of Europe Academic Networks (OCEAN).

Lastly, he was a member of the permanent scientific committee of the Ministry of Justice tasked “with following the scientific developments and the legal framework of personal data protection and with submitting proposals for taking up legislative initiative in view of the novel technologies” (2020-2022), and Ministry of Justice representative participating in the works of the working party Telecom of the Council of the European Union with respect to the ePrivacy Regulation (2020-2021).
